DST GMT+3/GMT+2 Tick data

Hello,
My broker has a GMT+3/GMT+2 DST setting. The broker is aligned with the New York DST setting, meaning that between March and November the server time is GMT+3 and between November and March the server time is GMT+2. This aims a very important aspect which is that the NY session ends at 23:59 always and Asian session beings at 00.00, irrespective of the time of the year. With this setting there is always 5 full daily candles in one trading week.
I need to download Tickdata that follows this time concept: between March and beginning of November GMT+3 and GMT+2 the rest of the year, if possible with the transition dates aligned with New York (for 2016: 13th March and 6th November)
The problem is all except one of the UTC+3 possibilities in Tickstory is aligned with countries that don´t have DST (Russia, Iraq, Kuwait,...), therefore with this dataset I can only get the correct time half of the year. Turkey is also UTC+3 but the DST dates differ somewhat from the USA ones, specially in the transition from GMT+3 to GMT+2.
I´ve seen the other posts about DST but I didn't find the answer to my problem.
