Why isn't TickstoryInfoExpert EA generating config file?
I get a message access denied

This issue is likely caused by TickstoryInfoExpert creating a filename that is invalid in some way (since your broker name might contain characters that causes this). In such a case, go to the EA's "Expert Properties"->Inputs and then change the "ConfigFileName" property to something like "broker.config" file. This will force the config file to be named accordingly and should resolve the issue.
